His victory signals a potential shift in Argentina’s economic policy, particularly in its approach to tackling hyperinflation and reviving its battered economy. Milei’s advocacy for dollarization has been a central theme of his economic agenda, aimed at stabilizing the Argentine economy, which has been in turmoil due to various factors including hyperinflation, debt, and political instability. The Argentine peso has been on a downward spiral since 2008, losing 99% of its value against the US dollar this year alone. In October, inflation in Argentina soared to a staggering 143%, underscoring the severity of the economic crisis. Milei’s blunt assessment of the peso, stating that it “can’t be worth excrement,” reflects the urgency of the situation and his commitment to drastic measures. Israeli Prime Minister Naftali Bennett has repeatedly hailed Israel's upcoming Iron Beam laser defense system as a military and economic game-changer. "Rafael's laser system is a strategic game-changer for the State of Israel and the world as well, a system that already today knows how to shoot down mortar rounds, UAVs and rockets," Bennett said during his visit to a Rafael facility on May 31. "This is a game-changer because we can not only strike the enemy militarily but also weaken it economically." "Until today it would cost us a lot of money to intercept every rocket," he added. "Today they can invest tens of thousands of dollars in a rocket and we can invest two dollars to cover the cost of the electricity in shooting down the rocket." Bennett has repeatedly highlighted the cost-efficiency of the Iron Beam in recent months, which makes a lot of sense. After all, for the better part of a decade now, Israel has relied heavily on its famous Iron Dome missile defense system for shooting down the hundreds of rockets fired by Hamas from the Gaza Strip. Short-range Hamas rockets often only cost a few thousand dollars to produce, while each Tamir interceptor missile fired by the Iron Dome – and Israel often fired two Tamirs against each incoming rocket – costs at least $50,000. Aside from weakening its enemies economically, Bennett believes the addition of the Iron Beam to Israel's high-tech air defenses will also strengthen Israel's economy since it will hugely reduce the cost of countering rocket and drone threats, explained a senior Israeli official. The official pointed out that it's the first successfully-tested system of its kind in the world. And when asked, affirmed that the incumbent Israeli government considers the Iron Beam "revolutionary". The system is most effective against short-range threats such as rockets, mortars, drones, and anti-tank missiles. It can engage such threats from up to 2,000 meters away. The first variant of the system is ground-based. And the official also disclosed that there will also be air and even space-based Iron Beam systems in the future. But is the system really a game-changer or revolutionary? "Although there are other laser-based defense systems already deployed, there aren't any that claim to act like Iron Beam to cheaply destroy small targets like rockets," said Ryan Bohl, Stratfor's Middle East and North Africa analyst at RANE. "That puts Iron Beam into its own category in terms of mission type." Bohl anticipates that the Iron Beam has the potential to make it cheaper for Israel to deflect rocket and drone attacks "so long as the system performs as well in a real combat situation as it does in testing." "There's also a question of the logistics of supporting the system and the price of the supply chain — the $2 a shot may be a headline phrase that in practice doesn't quite pan out," he said. "There's also a question as to whether or not Hamas or other militants might find their own ways to cut costs to keep pace with the economics of Israel's defensive systems." "But the biggest challenge is that the system will take years to deploy at scale, and so, in the near term, Israel will still need to rely on the expensive Iron Dome system." In February, Bennett said the Iron Beam would eventually form a "laser wall" around Israel to shield the country from numerous threats. Since the last time Israel and Hezbollah fought a war against each other in 2006, the Lebanese group has amassed over 100,000 rockets and missiles, many of them precision-guided and capable of striking anywhere in Israel. In the event of another war, analysts anticipate the group might try to overwhelm Israel's Iron Dome and other missile defense systems through sheer force of numbers. Hamas seemingly tried this already, albeit on a much smaller scale than a Hezbollah barrage would most likely be, during the last Gaza war in May 2021. It's unclear if the Iron Beam could fully counter such an enormous barrage after it is deployed in significant numbers. Similarly, it's unclear if the system could prove effective against the evolving threat posed by drone swarms. "Right now, it remains theoretical as to how well Iron Beam would perform under such swarm attacks; other systems have touted their ability to block such attacks and failed to completely block them," Bohl said. "It remains likely that cheap rockets and missiles will, with enough scale, be able to penetrate even the most advanced systems at least some of the time," he added. "Drones are also an unknown quantity; over time, they may develop more advanced navigation systems that could avoid these kinds of batteries at least some of the time." There is also the question of what the introduction of Iron Beam could mean for Israel's traditional missile defense systems in the long-term. "In the near term, it's likely that they'll complement these systems as Iron Beam is rolled out and tested in battlefield conditions," Bohl said. "If Iron Beam works as well on the ground as it does on paper, it will increasingly replace Iron Dome, which might make Iron Dome a system more likely to be exported by Israel given it would then have a reduced role in the Israeli Defense Forces." With its escalating belligerence, Russia keeps begging for more economic sanctions that will inevitably increase the disruption to global commerce. The US ban on sales of chips and other electronics technology to Russia will impact global supply chains that are already stretched thin, analysts say. After Russia’s invasion of Ukraine in February, global tech companies from Apple to Taiwan Semiconductor Manufacturing Co. (TSMC) shut off supplies to Russia of everything from iPhones to chips. Russia and Ukraine account for about 1 percent of global spending on information and communications technology (ICT), according to market watcher IDC. The impact of the war in Ukraine on trade, supply chains, capital flows and energy prices will affect the global economy on a broader scale with negative consequences for the ICT market, according to IDC. One unknown variable is China. While Chinese tech companies haven’t joined the US restrictions on sales to Russia, they will have difficulty plugging any supply gaps caused by the sanctions, according to Robert Maire, president of Semiconductor Advisors. “Chinese chipmakers have limited capacity and clearly can’t make up all the process technologies that Russia was getting elsewhere,” Maire said in emailed comments to EE Times. “Right now, given that everyone is short of capacity, adding to that shortage is of little benefit to the Chinese.”
Chinese chipmakers like Semiconductor Manufacturing International Corp. (SMIC) are busy  feeding demand at home . That said, the Biden administration anticipates that Russia will be compelled to find alternative sources of technology. There are few of those, and China, which recently has been forging closer ties with Russia, is prominent among them. On Tuesday, US Secretary of Commerce Gina Raimondo publicly warned Chinese companies against supplying Russia. Raimondo told  The New York Times  that Russia “is certainly going to be courting other countries to do an end run around our sanctions and export controls.” Asked specifically about SMIC, Raimondo responded, “we could essentially shut SMIC down because we prevent them from using our equipment and our software.” 
Electronics manufacturers in China continue to get the chip supplies they need, but at a higher price, according to a fund manager with an Asian sovereign wealth fund who requested anonymity. Prices in China for power management chips increased by 30 times after the US placed Chinese companies including Huawei on its Entity List more than a year ago, he said. The US stopped Huawei’s production of some volume products like 5G smartphones, according to the fund manager, who invests in global tech companies. Even so, Huawei continues to pump out 75 percent of its pre-ban output, he said. Russia has certain critical areas where the nation will be hurt by the more recent US ban, including 5G infrastructure and military/intelligence-related applications, Maire said. Russia needs chips for missiles, satellites and communications networks, he added. Russia has up to now depended on foreign foundries such as TSMC for chips. TSMC and other chip companies like Samsung are critical when it comes to effectively implementing sanctions or export-control restrictions, according to Matthew Bey, an analyst with geopolitical intelligence consultant Stratfor. Russia can buy chips on grey markets in Asia, but those parts are not designed for applications that Russia needs, according to Stratfor. Even if Russia is able to get a Chinese foundry to manufacture a less advanced chip, it will still take months to tape out, according to Bey. The US has successfully implemented widespread prohibitions on sales of technology to Russia in just a few weeks, he said. “U.S. export control laws are robust and extra-territorial in nature,” Bey said. “Given TSMC’s reliance on U.S.-developed technology to build chips, it cannot afford to flout U.S. export control laws.”
So far, the ban has been a positive for the chip industry because of price inflation and the need among electronics manufacturers maintain higher inventory levels for parts, which got a large boost from Covid-related supply chain disruptions and new applications, according to the fund manager. “But at some point, these inefficiencies hurt end demand,” he said. It’s not good news for middle- and low-income populations worldwide, he added. “Economic woes also create political instability worldwide.”
The evolving geopolitical scenario will affect global ICT demand in the coming months and years, said Andrea Siviero, an associate research director with IDC. The research firm found that more than half of the businesses responding to a recent survey are reassessing their tech spending plans for 2022, with 10 percent expecting strong adjustments to their ICT investment plans. The US ban will likely take a year or more to have an impact on Russia as it uses up supplies of parts, Maire said. That impact will grow as the Russian military exhausts missiles and systems in Ukraine and is unable to find replacements or the ability to manufacture replacements due to chip shortages, he added. MetalMiner had the opportunity today to interview respected geopolitical intelligence firm Stratfor, acquired earlier this year by RANE (Risk Assistance Network + Exchange) and quiz Rodger Baker, Stratfor’s senior VP of strategic analysis, on forthcoming sanctions against China. MetalMiner: We have seen the White House vacillate between overreaction and underreaction in all policy areas. How do you see reaction to the latest crackdown in Hong Kong? Many believe President Donald Trump isn’t interested in political freedoms and is unlikely to do more than issue threats. Roger Baker: Despite the warnings in May, and China’s acceleration of the HK national security law, the U.S. response has remained largely muted, with visa restrictions and dual use restrictions fall far short of the May threats, and of the total arsenal of tools the U.S. could draw from. Inside the administration and the government, there continue to be differing priorities on China, with the president focused in the near term on the trade deal, Congress focused on human rights, and multiple elements concentrating on the strategic balance and technology competition. This often leaves U.S. responses looking uncoordinated and even at times contradictory. MM: What do you see as the flash points for trade tensions between the U.S. and China? Have the cards not already been played? RB: Many of the flash points have already been identified, from U.S. attacks on Chinese technology companies and supply chains to questions on China’s ability (or willingness) to fulfill the purchase commitments of the Phase 1 trade deal. September and October is the next big soy buying season, and that is rather close to the U.S. elections, so China’s decisions to accelerate or curtail purchases at that time will be a critical test of the trade dynamic and will likely be based on China’s assessment of the likely path of the U.S. election. MM: Last year, markets moved significantly in relation to developments in trade but seem to have become somewhat inured to talk of trade wars this year. What is on the horizon that could change that? RB: The markets may have factored in the politics of the trade war and the frequent gap between statements and actions. The challenge for the markets will be balancing the trade uncertainty with the economic impact of extended business lockdowns due to COVID, and the likely wave of business closings and long-term debt problems. MM: Where would you say U.S.-China trade policy is going? Presidential election aside, there is a hardening attitude to China in both the Republican and Democrat parties. China seems hell-bent on an imperialistic policy and increasingly confident in pursuing it. What do you see as the end game to the West’s responses? RB: Overall, U.S. policy toward China has moved from cajoling to confrontation. This crosses the aisle, and it crosses sectors. While the methods and tools will differ, the recognition of China as a strategic competitor will remain. Meanwhile, China is at a dangerous moment, when the world is beginning to shift its attention to China as a threat, rather than as a management issue. But China does not yet have the holistic strength to balance against a more concerted effort to constrain its expanding regional and global activities. This makes China more likely to be assertive around its periphery to secure a buffer space, while simultaneously seeking to exploit the continued fractures of the West to buy space and time. For China, time may be narrowing, should there be a change in U.S. administrations that begins to heal the rifts and shape a more coherent global strategy. —
