Recent legalization has added fuel to the green rush. As it makes its hurried way toward the East Coast, this wave of momentum feels like rocket fuel behind the maturation of the cannabis industry. While we’re far from a consistently regulated, low-stigma and widely embraced market, there are already multi-state operators (MSOs) like Cresco Labs and Curaleaf that are well poised to expand their reach and welcome in anxious to expert consumers with well-tested—and funded—brands, products and operations. That’s not to say that leadership is guaranteed to these players—far from it, especially when you take into account how fragmented the market is—but it does give us an indication of where things may be headed. Most importantly, we can see how integral it will be to precede costly cannabis market entry with a compelling brand to help you rapidly compete with massive vertically integrated competitors who may well be situated to beat on cost, data and scale. With no signs of slowing down, Craft Beer has been giving Big Beer a run for its money and has forced them to take notice. In 2017, Heineken acquired Lagunitas Brewing Company for $1 billion, according to some estimates. It is possible that when MSOs (e.g. Big Cannabis) eventually plateau in growth in the context of a flooded industry, the next logical step may be the snowballing acquisition of smaller, niche brands (e.g. Craft Cannabis) to expand their consumer base and offerings. In anticipation of a potentially similar future, a simple and clear brand that compellingly elevates what makes you special to bombarded consumers will be essential to quickly stand out, command a premium and build loyalty through crowded physical and digital shelves. Perhaps as well, it will become the next “Big Beer,” or be positioned well for a lucrative acquisition. While the job of crafting a brand is easier said than done, we have some advice:

Yet, unfortunately, brands rarely seem to have that level of insight on who their audience is—often stopping short at demographic info and purchase behavior wrapped up in generic personas, e.g., “Rosa, the anxious newbie” or “Ronny, the sophisticated smoker.” While these provide some critical information, brands that succeed understand and connect in a deeper, more emotional and almost guttural way with their audiences. They know for Rosa and Ronny: Why do they do what they do? What are their deepest unmet needs? What do they love? What do they fear? Why? And what’s their Why behind that Why? In a digital marketing-dominated world, it’s easy to understand how this happens. Quant-led decision-making and click tracking leads us to take hard data as supreme when understanding market opportunities, eschewing the power of additional qualitative exploration. Brands need both, but many stop at the survey rather than getting to know the people behind the responses through interviews and studies. Tapping into this magic will help you cut through with messaging that resonates and invest in innovations that solve audiences’ problems. The hotel, which opened as The Clarendon Hotel and Spa in 2019, now classifies itself as a ”cannabis-friendly” hotel, where travelers can consume cannabis in designated areas inside the hotel. The hotel will offer “sleeping rooms” located in the west wing of the hotel, where guests can eat edibles, smoke flower or vape cannabis freely, said Daron Brotherton, vice president of operations at The Clarendon Hotel and Spa and co-owner of Elevations, an educational culinary experience. "We will also have a membership lounge, which will be available at a membership cost to guests, locals and anyone who wants to pay for the membership costs," Brotherton said. "Our rooftop will be sectioned off to smoke cannabis as well. We're still an operational hotel to non-cannabis; that's why we're cannabis friendly. So, guests wouldn't be able to smoke flower at the pool, but they could vape or do edibles at the pool. They just can't [smoke] flower in any other place except the sleeping room or the lounge." The sleeping rooms are now available to book at www.budandbreakfast.com , and over the next five weeks, the hotel plans to renovate them. And in the future, The Clarendon may make more sleeping rooms available depending on the demand, Brotherton said. "The rooms are just going to be a lot brighter in color, but I think what we'll end up doing is [eventually] renovating all the rooms to the cannabis colors," he said. "The rooms themselves will be really fun and will speak to the cannabis folk. The artwork is also really cool, and we're making them easy to clean." Each sleeping room contains a “scrubber” or an air-purifying system to filter the air in the room and clean smoke residue. And between guests, the hotel will use a more powerful scrubber in each room to deep clean the environment, Brotherton said. Brotherton said a car service is also available to drive guests to and from nearby dispensaries to purchase products to consume at the hotel. To enhance the experience, the hotel has hired Chef Derek Upton, executive chef and co-owner of Elevations, to host a high-end, six-course dinner with cannabis-infused cuisine. The dinners create an opportunity to educate consumers and other chefs on the endocannabinoid system and cannabinoids, how they work, what they mean, and how people can do infusions at home, Upton said. "Elevations has taken on this whole side of food. Now we throw these big dinners; we bring in celebrity chefs, and we educate the chefs about what we're doing in cannabis so that they can then take that knowledge and go elsewhere with it," Upton said. "So, we do these high-end dinners to try and change the stigma of cannabis. We're trying to get away from stoner culture, and we're trying to educate." "From a chef's standpoint, I think it's my duty to bring my practices and knowledge to the forefront," Upton added. "Especially because I've been on Netflix, I've been on a food network for cannabis and in magazines and in [a bunch of] media for cannabis. I have to continue to push that message that we need to build a new community around cannabis, and that's what we're trying to do with the hotel." Guests 21 years and older can buy a membership pass the event; however, if they are already a lounge member, the tickets will be available for them to purchase at a discounted price. Looking ahead, the hotel plans to duplicate its efforts and open more cannabis-friendly hotels around the country, Brotherton said. "We have to roll it out so that we can pay attention to each thing that needs attention, like how the rooms are rolled out, how we're cleaning them, and the rules that we're going to implement into the hotel," Upton said. "We are writing that playbook to do this with every other hotel [we want] to do it in. Plus, being one of the first in Arizona, we also have many eyes on us, and we have to make sure that everything is done right all the time. We're only allowed to do the bigger picture if we do it right now."

OLCC Changes Name, Agency Stays Focused on Same Mission
The Oregon Liquor Control Commission is now known as the Oregon Liquor & Cannabis Commission. Portland, OR -- PRESS RELEASE -- On Aug. 2, the OLCC became the Oregon Liquor and Cannabis Commission, dropping the word “Control” that had defined the agency’s original post-Prohibition mission. Previously referred to as the Oregon Liquor Control Commission, the agency began regulating recreational marijuana after voters approved Measure 91 in November 2014. This change comes five years after voters passed Measure 91 which directed the agency to establish a framework for regulating Oregon’s recreational marijuana marketplace. While the change updates the agency’s name to better reflect its mission, the OLCC acronym will remain the same. “The industries we regulate matter, they matter a lot to the state of Oregon’s economy,” said Paul Rosenbaum, Chair of the Oregon Liquor & Cannabis Commission. “The cannabis industry in Oregon has become a billion dollar business and changing our agency name reflects our role in generating revenue to fund state programs.”
Newly issued alcohol and marijuana licenses, and alcohol server and marijuana worker permits, will be modified to include the new name and logo. Existing versions of these official documents continue to be valid with the agency’s previous name and logo, and will be replaced when the licensee or permit holder renews them. The OLCC will make minor public facing adjustments to reflect the name change; the modifications will have a minimal cost. Exterior signage at OLCC headquarters and regional offices will gradually be brought up-to-date. Documents on the agency website will continue to be updated with the new OLCC logo. The agency will deplete its existing stock of paper documents branded with the agency’s old name and logo; these items will be replenished with the new name and logo when existing supplies are exhausted. The OLCC was originally created in 1933, in the wake of national alcohol prohibition being repealed by the adoption of the 21st amendment to the U.S. Constitution. At that time, America was laboring to rise out of the Great Depression and the world stage was being set for the start of World War II. In 1933, Oregon’s Liquor Control Act became law and directed the OLCC to sell distilled spirits and to license businesses to sell beer and wine. Agency name changes occur as their mission evolves; however, it’s not common. According to information provided by the State Library of Oregon, during the past 30 years there have been about 10 Oregon agencies that have changed their name. The most recent change was when the State Library itself changed its name in 2017 to clarify that it wasn’t affiliated with Oregon State University. Now 88 years later, the OLCC's mission has grown to include managing compliance with Oregon’s Bottle Bill, marijuana regulation and oversight of specific aspects of the state’s hemp market. Historically, the OLCC has and continues to play a vital role generating funding for schools, public safety and health programs. In recent years, combined sales from its alcohol and marijuana programs contribute $400 million annually to those vital programs. The success of Oregon’s cannabis market can be measured in the adult-use marijuana market becoming a $1 billion industry in 2020 and projected to continue at that level in 2021. While establishing a regulated cannabis market has required the investment of financial and personnel resources, the agency has remained committed to supporting bars and restaurants through sensible upgrades to Oregon’s alcohol regulatory environment balanced with public safety protections. “Our name may have changed, but our mission to serve the businesses we license, the consumers we protect, and the communities we support by generating revenue for the state – all of those things remain the same,” said Steve Marks, OLCC's executive director. “For the next two years we’re going to concentrate on helping the cannabis and hospitality industries re-establish and grow their business, while ensuring revenue stability for the state. That’s the immediate focus of the Oregon Liquor & Cannabis Commission. The COVID-19 pandemic uniquely challenged Oregon’s hospitality industry requiring businesses and the agency to innovate to keep businesses open, while constrained by public health guidelines designed to limit the spread of the virus. Agency staff worked directly with licensees, public safety groups and elected officials to find solutions for long-standing challenges. This included: creating an option for cocktails-to-go, while modifying rules to allow for curbside delivery, and enabling businesses to expand outdoor seating. During the remainder of 2021, the OLCC will be working through other legislative changes to help the alcohol and cannabis industries build back their business. This will include reviewing existing policies and working with partners to cut red-tape and find operational efficiencies while continuing to generate vital revenue for the state of Oregon. Licensees and others doing business with the Oregon Liquor & Cannabis Commission should still make their payments out to the “OLCC.” So even as the OLCC continues to evolve to better serve Oregon, the acronym will remain the same.
