Construction sector calls for return of Executive to remedy slump in infrastructure work

Construction industry leaders have called for restoration of the Executive to revive infrastructure projects as pressures like labour shortages and rising costs mount up. The quarterly construction and infrastructure monitor found profit margins were falling for building firms, with shortages reported for tradespeople and professionals alike. The research, which is published by RICS and law firm Tughans, said workloads for construction firms in Northern Ireland were flat during the second quarter. In contrast, their counterparts in the rest of the UK were reporting strong growth in workloads, bolstered by big infrastructure projects. Northern Ireland’s building professionals were also more pessimistic, and were expecting workloads to continue to decline. However, those in the rest of the UK expected that infrastructure activity would keep the industry buoyant. Rising material and labour costs were also adding to the pressure. And even  though workloads were down, there were still labour shortages, with nearly 60% of respondents saying it was hard to find quantity surveyors, and 45% saying it was hard to find tradespeople. However, at 40%, the numbers reporting a shortage of other construction professionals was lower than the quarter before – down from 57%. And numbers of those finding it hard to get tradespeople had also fallen from 55%. Weekly Business Digest Sign Up Within the industry, there was some growth in the public and private housing sectors, although private commercial, private industrial and infrastructure workloads were all in decline. Jim Sammon, RICS NI construction spokesman, said: “It is clear that surveyors in Northern Ireland are less optimistic about the year ahead. With skills shortages, problems accessing materials, rising costs, and a flat workload picture, this is perhaps unsurprising. "The divergence between Northern Ireland and the rest of the UK appears to be linked to infrastructure workloads. Big infrastructure projects are driving industry growth in GB, whilst Northern Ireland respondents are actually reporting falls in infrastructure workloads. "We would very strongly call on our political parties in Northern Ireland to form an Executive and commit to continued investment in upgrading NI’s infrastructure and provide a long-term vision for the future pipeline of activity, allowing the sector and supply chains to plan accordingly and address potential barriers.” Michael McCord, senior partner at law firm Tughans, added: “There is little respite for the NI construction sector in the current environment. Even the suggestion of an easing of skills shortages is perhaps optimistic, given that rising workloads in the rest of the UK will potentially suck talent from the industry here to other regions. "The ongoing falls in infrastructure workloads in contrast to the overall UK picture is particularly concerning. We would add our voice to the calls for local politicians to form an Executive and commit to long-term investment in this area. "The construction industry has a very important role to play in helping drive a sustainable economic recovery in Northern Ireland. Investing in our infrastructure can play a central role in creating employment, driving spend in the economy, and ultimately improving Northern Ireland’s competitiveness for the long-term.” Most Read
