0 Message : Rating and Investment Information, Inc. (R&I) has announced the following: ISSUER: RATIONALE: Hiroshima Gas Co., Ltd. is the largest gas company in the Chugoku and Shikoku regions. It supplies city gas mainly to downtown areas of major cities in the southern part of Hiroshima Prefecture, and also sells liquefied petroleum gas (LPG) through its subsidiaries. More than 90% of total sales come from the mainstay city gas and LPG businesses. The company does not engage in retail electricity sales. In the supply area, there are no liquefied natural gas (LNG) tanks owned by other operators, and the gas pipeline network of Hiroshima Gas is not connected to theirs. With no new entrants in the area even after the full liberalization of the city gas market, the company has been able to avoid excessive competition. The Chugoku Electric Power Co., Inc., the largest energy provider in the Chugoku region, has not entered the retail gas market. Hiroshima Gas and Chugoku Electric Power are constructing a biomass power plant through their joint venture. Since Hiroshima Gas's major customers are large-scale semiconductor fabs, automobile and steel plants, etc., industrial gas accounts for a high proportion of total sales. It should be noted, however, that all the facilities of Nippon Steel Corp.'s Setouchi Works Kure Area (formerly, the Kure Works of Nippon Steel Nisshin Co., Ltd.), one of its large accounts, will be closed by around the end of 1H FY2023 (the year ending March 2024) as part of the group's facility restructuring initiative. R&I considers the earnings impact of the closure to be limited, but will pay close attention to whether Hiroshima Gas is able to offset a decrease in sales volume caused by the loss of the large customer through enhancement of companywide marketing activities. On the procurement front, with the completion of construction for expanding the functions of its Hatsukaichi LNG terminal, the company can now use large-sized standard LNG carriers. This has enabled it to cut raw material transport costs, as exemplified by the launch of a joint transport operation with Tokyo Gas Co., Ltd. using large LNG carriers from FY2020. Its earning capacity and financial profile are solid for the rating. Although the company will continue to make investments aimed mainly at expanding its gas pipeline network, the sound financial base will highly likely remain intact.
