Proposed H-2B rule modernizes employee recruitment process
Electronic advertisements would be required to be posted on the internet for at least 14 days. The Department of Homeland Security,  in conjunction with the Department of Labor , has published a joint notice of proposed rule making that would modernize recruitment requirements for employers seeking H-2B nonimmigrant workers. The  H-2B program  allows U.S. employers or U.S. agents who meet specific regulatory requirements to bring foreign nationals to the United States to fill temporary nonagricultural jobs. The proposed rule would require electronic advertisements to be posted on the internet for at least 14 days, replacing the print newspaper advertisements that regulations currently require. DHS and DOL writes in the joint notice that the departments "believe this is a more effective and efficient way to disseminate information about job openings to U.S. workers." "The Departments believe that electronic advertisements, posted on websites that U.S. workers in the area of the job opportunity would use, best ensures that U.S. workers learn of job opportunities," the statement reads. "The joint rule proposes phasing out the current requirements with a limited transition period. During the transition, employers would be able to choose between print and electronic advertisements. This provision should provide flexibility for employers who may have already purchased print advertising or have advertising contracts in place." Among other products, project managers additionally revealed Caterpillar's new Cat App, the Cat GRADE with 3D and the C13B engine. For the event, Caterpillar flew in customers who helped conceptualized the new models and who have tested these products for several months. Greg Worley, a senior product engineer, said his team received input from hundreds of clients as they designed, particularly with their new line of Next Generation mini-excavators . "An engineer can design anything in the world, but it might not be of any value to the customer," Worley said. "It's not just a group of customers that have been here to test products. It's every customer who's come to a dealer and complained, 'Why can't my machine do this?'" Caterpillar's lineup of Next Generation hydraulic excavators includes the 1-2 ton 301.5, 301.7 CR, 301.8, and 302 CR, as well as the 7-10 ton 307.5, 308 CR, 308 CR VAB, 309 CR VAB and 310. All of the models can change from conventional lever/foot-pedal steering controls to joystick control at the touch of a button. They all feature a tilt-up canopy or cab for easier servicing and maintenance. Comfort was also one of Caterpillar's focuses, as the cab is pressurized and sealed to reduce dust intrusion and includes heating and air conditioning. Caterpillar launched a two-seat UTV model last year, marking the first time the company dabbled with utility vehicles. Now it has the gasoline-powered Cat CUV82 and diesel-powered CUV102 D models. They both have five seats and the same bed size as last year's

a long swing-arm suspension. Cat UTVs can be adapted with over 50 accessories. UTV marketing manager Norma Aldinger said Caterpillar always knew it wanted to start with the two-seat UTVs and get those right before expanding to a five-seat model. The 440 backhoe loader boasts a 25 percent lifting improvement over Caterpillar's previous 430F2, plus revamped single tilt loader arms that provide parallel lift and versatility in a multitude of applications. Last time we checked in with Gabe Labato, he was going to meet with the new property manager of his lone commercial property. Unfortunately, the property manager decided to go in another direction and find a new landscaper, leaving Lobato, who was already skeptical about commercial work, even more so. So, he will focus on residential work in 2019, which has been doing well. Looking back on the year, the Turnaround Tour experience didn’t go the way he imagined. “All it does is reaffirm why I gave up pursuing this market a few years
back,
because the whole situation (with commercial work) is that clients prefer their own vendors and you just really don’t have
much
opportunities unless you are already in with them,” he says. Lobato does feel more confident about figuring out his hourly average wage (HAW). He is in the process of implementing that for his residential maintenance accounts in order to figure out the cost of jobs on a daily and weekly basis. While he won’t hit his goal of $1 million at the end of 2018, he thinks he can hit his goal by the end of 2019. He had wanted to sell the company in the near future, but now is reassessing that plan. “My goal is probably in the next three to five years to be able to step aside and do something else but continue to own it and oversee it, but not be in it as much as I am at this point in time,” he says.
