SWACO mulling options, viability for proposed green energy park at landfill

The agency still is trying to figure out what to make of the documents, Executive Director Ty Marsh said. "We're still concerned about the viability of the whole project," he said. Team Gemini LLC, a developer based in Orlando, Fla., wants to build the Gemini Synergy… more Team Gemini The agency had set a Wednesday deadline for Gemini Holdings LLC to "implement a feasible plan" to get the stalled project moving again. The company sent the agency documents about a financing deal that it says is imminent, but SWACO said it can't release those documents without Gemini's permission. SWACO is weighing all its options, Marsh said. Gemini Holdings bought a majority stake in late 2014 in Team Gemini Project Cardinal LLC, an Ohio subsidiary that a Florida developer had created specifically for the project near the Grove City landfill. Gemini Holdings owner Patricia Wark says the developer, Team Gemini LLC, remains an adviser on the project. She also has said SWACO's complaints are what's putting the project at risk . In 2013 SWACO entered a lease and operating agreement with Project Cardinal, which planned a $420 million green industrial park, the largest combination of recycling and waste-to-energy technology ever built . A sorting and recycling facility was to be built along the landfill’s entry road, followed by the waste-to-energy complex on 340 acres to the north. Plans for the sorting facility have been scaled back; the site has been graded but no other construction has begun.
