Social video-broadcasting company Spreecast Inc. has raised $3.1 million toward a $4 million round, according to a filing Monday with the Securities and Exchange Commission . Co-founded in 2011 by Jeff Fluhr, (who previously founded StubHub Inc ., the San Francisco startup enables real-time Web broadcasts that allow listeners to participate via chat and video.
