(Brian Cassella/Chicago Tribune) January 18, 2024 at 12:15 p.m. Harford County legislators will hear public comment next month on a bill aiming to cut back local regulations regarding accessory dwelling units, allowing backyard bungalows and similar detached structures to be built on the same grounds as existing homes. The legislation filed earlier this month by Councilman Aaron Penman, co-sponsored by his fellow Republican Jessica Boyle-Tsottles and Democrat Dion Guthrie, faces an uphill battle, as County Executive Bob Cassilly said this week he opposes the measure. In addition to scaling back on zoning regulations that currently only allow the separate residences to exist “physically attached to, or within” existing structures, the legislation would cut out the county’s current requirement that only relatives can occupy accessory dwelling units. In a news release, Penman highlighted that his effort would allow hired caregivers to occupy more of the secondary structures, stating the legislation is driven by housing supply and affordability issues hitting the state and the county. Cassilly, who has a tense relationship with the Fallston councilmember, said the legislation “would result in a massive increase in the density of housing” throughout the county, cautioning it would lead to reduced property values and overcrowded schools. Penman’s push is not unique in Maryland, where a state task force created last year is researching the structures and their impacts. Anne Arundel County unanimously passed legislation last year making the units easier to build, and the real estate industry has pushed lawmakers to do the same statewide. The Harford County Council’s public hearing on the legislation is slated for Feb. 6.
