Digital Notebook: news about its entry into force and exempt holdings

The deadline initially established for the Digital Notebook, next September 1, had already been postponed until January 1, 2024 and now the Ministry decides to postpone that entry into force to September 2024, so that it finally extends one year to with respect to the initial date set. The entry into force in March of this year of the new Common Agricultural Policy (CAP) for the period 2023-2027 has established the progressive entry into force of the digital exploitation notebook to advance towards the objective of introducing digitization in the management of farms. farms. The obligation to use the digital notebook will be progressive from September 2024 But the Government recognizes that “the entry into force of this digital notebook has coincided with the first year of application of the CAP and has meant an additional effort for farmers and ranchers” so the Ministry decides “to postpone the entry into force of the notebook of digital exploitation, in order to give more time to the sector, farmers and ranchers and also to collaborating entities, so that they can become familiar with the new tools necessary for their application”. In parallel, until its entry into force, measures will be put in place to promote the use of the digital holding book on a voluntary basis, with advantages and assistance for farmers and ranchers who use it. Who should use the digital notebook and from when The application of the digital exploitation notebook will be carried out progressively from September 1, 2024. As of that date, the digital exploitation notebook will be mandatory for exploitations that have a total area, adding the surface of land of cultivation and permanent crops, greater than 30 hectares; for those that have more than 5 hectares of irrigated land over their total area of ​​cultivated land and permanent crops; and for those that have greenhouse crops. Farms that only have pasture surface will also be exempt from using the digital notebook, as long as they do not apply fertilizers to them other than those derived from the actual grazing of the animals. However, these farms would be required to apply for CAP eco-regimes, since farm owners who request aid for certain environmental practices linked to permanent pasture areas must write down certain actions to benefit from these payments (identification of parcels of grazing, dates, activities in relation to sustainable harvesting and islands of biodiversity, among others). Measures to promote the voluntary use of the digital notebook Farmers who so wish may voluntarily make all the entries in the digital notebook as of January 1, 2024. The Ministry of Agriculture will promote voluntary application through different types of actions: granting specific aid to promote the implementation of the digital notebook and prioritizing or increasing the amounts when the beneficiaries make use of the digital notebook.
