Please try again Article content In his first public speech following his departure from politics, he was critical of the business community. In the June speech at the C.D. Howe Institute’s annual directors’ dinner in Toronto, Morneau said the business community did little to help advance crucial policy initiatives to boost Canada’s economy while he was in office from 2015 to 2020, and was pre-occupied with lower taxes even though Canada’s marginal effective tax rates were “competitive.” During his time in government, he tried to get the business community to invest in public-private initiatives such as large infrastructure projects. As the acute phase of the COVID-19 pandemic passed this year, Trudeau’s government introduced the Canada Recovery Dividend, which hit large financial institutions with a one-time special 15-per-cent tax on income over $1 billion, to be paid over five years. Ottawa said the tax bump was justified because Canada’s major financial institutions made significant profits during the pandemic, and recovered faster, due in part to the federal pandemic supports for people and businesses that helped de-risk their balance sheets. CIBC praised its new director in a statement Tuesday morning, saying Morneau “played a key role in shaping progressive, sustainable and inclusive economic policies” while in government. Advertisement 4 Article content “His strategic insight and breadth of leadership across the public and private sectors will benefit our board as we oversee the execution of CIBC’s client-focused and purpose-driven growth strategy.” When he resigned as member of parliament for Toronto Centre and left his cabinet position in the summer of 2020, Morneau said he was throwing his hat in the ring to become the next secretary general for the OECD. He did not get that job, which went to Mathias Cormann in June 2021. At the time Morneau left government, he and Trudeau were being probed by the federal ethics commissioner over family and personal ties to WE Charity, which had been handed a lucrative student grants contract at the outset of the COVID-19 pandemic. Trudeau was later cleared, but it was found that Morneau should have recused himself from cabinet discussions on awarding WE Charity the multi-million dollar contract, something he acknowledged after the ethics commissioner’s finding.
