About 200 Canadian Armed Forces members and two Hercules aircraft are in the Sudan region, the defence minister says, ready to help evacuate people from the country when conditions permit. Anita Anand told reporters on her way into the House of Commons that for this to happen, there will need to be space to land at the airport in Khartoum and a way to ensure Canadians are able to get there safely. She says the aircraft arrived “recently,” though she would not specify when, and she did not say whether Canadian military personnel and equipment are actually in Sudan. About 150 Canadians and permanent residents have been able to leave the country in the last two days with the help of allies, including Germany, Foreign Affairs Minister Mélanie Joly said earlier today. Sudan has been in a state of crisis since violence broke out last week between the East African country’s army and a paramilitary force. Prime Minister Justin Trudeau said earlier this week that a Canadian C-17 military plane was in the region to do airlifts, but so far Canada has relied on other countries to find space on their planes or boats. Joly said roughly 1,800 Canadian citizens or permanent residents have registered their presence in Sudan and 700 of them have asked for help to get out of the country. She said Canada is also considering a request from Sudanese diaspora groups for relatives to be able to come to Canada on a temporary basis until the violence abates. Immigration Minister Sean Fraser said Wednesday the government called in some staffers who were on strike with the Public Service Alliance of Canada, declaring them essential workers in order to help process immigration paperwork for people in Sudan. Fraser noted Canada is already fast-tracking applications Sudanese citizens had filed for visitor visas before the violence started, and is waving some fees such as for Canadians with expired passports. “We see what’s going on and are trying to adopt policies that reflect the gravity of the situation on the ground,” he told reporters. “We’ve actually had some staff return from the public service strike who are deemed essential to help those whose lives may be at risk, which is essential.”
Joly noted that Canada is including dual nationals and permanent residents of Canada in its plans to help, as well as their spouses and dependants. “In times of crisis, Canada’s always there to help, and that’s why we’ll be there,” she said. Anand would not say whether Canada will send special forces soldiers into Sudan, as other countries have done. “We’re working very closely with our allies to ensure that we have a secure and targeted approach to get Canadians out,” Anand said in response to questions from reporters earlier on Wednesday. She also did not say when Canada would start flying out people on its own planes. “We have personnel and capabilities in the region, including two ships in the waters just off the coast,” Anand said, referring to the Red Sea. “We’ll continue to do whatever possible, together with our allies and with our own capabilities, to ensure the safety and security of all Canadians.”

On February 15, 2023, Regulations Amending Certain Regulations Concerning the Sale of Drugs (Public or Canadian Armed Forces Health Emergencies) came into force. These Regulations amend the Food and Drug Regulations to add a new Division 11, titled “Public or Canadian Armed Forces Health Emergencies — Drugs for Immediate Use or Stockpiling.”
New Division 11 will facilitate access to drugs for emergency preparedness and response activities proposed by public health officials (PHOs), including the Public Health Agency of Canada, by permitting an application to the Minister of Health to authorize the sale of a specified quantity of a drug not otherwise authorized in Canada for:
use in an immediate public or military health emergency; and
stockpiling in anticipation of a public or military health emergency. Drugs that receive an authorization under new Division 11 may be approved in a foreign jurisdiction or may still be under development; the Regulations place certain labelling, reporting and monitoring obligations on the PHOs to ensure safe use and handling of the drug. The Regulations also permit distribution of a stockpiled drug authorized under Division 11 to a practitioner who has requested the drug through the Special Access Program under Division 8. Consequent amendments are made to other regulations, including to exclude an authorization under new Division 11 from an “authorization for sale” for the purposes of the Certificate of Supplementary Protection Regulations. As we had previously reported , Health Canada had pre-published a version of the Regulations in 2019, along with a Draft Guidance Document: Public or Canadian Armed Forces Health Emergencies - Drugs for Immediate Use or Stockpiling for consultation. A final guidance document has not been posted.

Many Canadians — not to mention many serving members — don’t appreciate how generously paid all ranks of Canada’s military have been recently. read
Having served over 20 years in the Canadian Armed Forces reserves, I know all too well that there are obvious realities which, occasionally, make service life challenging, dangerous and difficult. Yet, also working extensively in the civilian world has opened my eyes to another stark reality of military life. One that many Canadians — not to mention many serving members-don’t appreciate. That is how generously paid all ranks of Canada’s military have been in recent decades. Surprised? Many indeed are, especially when impressions of low pay fuel conversations on how all our military’s infantry soldiers, dental technicians, sonar operators, musicians, pilots and training development officers (to name only a few) allegedly suffer and struggle through life in uniform. That being said, I do not deny the accuracy of recent media coverage addressing the impact of adjustments in the Forces housing benefit. But let’s be sure to weigh the impact of these cuts against the military’s current base pay and existing allowances and benefits. Because considering the basic pay our military receives, it would be a stretch to think that negative adjustments in specific allowances alone can force our military into the depths of financial hardship and despair. So how supposedly hard-done-by are Canada’s serving members? Because military pay is directly tied to rank, let’s focus on the lowest ranking- and worse-paid-members of the military. According to the new April 2023 pay scales, a recruit starts basic training at $41,904. This does not include the signing bonuses awarded to many new entrants. Also, let’s not lose sight of the fact that many new military recruits are in their late teens or early twenties with few marketable skills and often not much more than a high school education. As soon as the private completes basic training and enters a chosen military specialty, that modest starting salary will increase significantly. According to the newest pay scales, that bottom-of-the-wrung private’s pay can increase up to $61,476, not including allowances. Once that private gets promoted to corporal/master corporal (the second lowest rank and appointment in the Forces), they can expect to earn from $70,344 to $80,448, not including additional allowances. If the corporal/master corporal gets classified as a specialist, they can make a base pay of between $78,012 to $91,848. Such is the supposed financial predicament facing today’s lowest-ranking, worse-paid members of Canada’s Armed Forces. Senior NCOs and officers, of course, earn much more. Today it is typical for a captain or major (often in their late 20s or 30s) to make six-digit base salaries (not including allowances) as high as $120,132 for captains and $137,796 for majors, according to the scheduled pay increases for 2023. And remember that all serving members, when deployed on exercises and operations in Canada, can earn additional allowances, which include, but are not limited to, land duty allowance, sea duty allowance, hardship, special duty, aircrew and submarine allowance. Of course, the other financial reality of military service is that all regular force personnel are entitled to a full government pension after 25 years. To date, just about the only people I know able to draw a full pension in their early to mid-40s are fellow military veterans. Yet, as misguided as it is for us to assume that our Forces are poorly compensated, we will likely have no choice but to accelerate and augment further increases in the already generous level of pay, benefits, allowances, and pension benefits enjoyed by our military. Part of the reason, of course, is the growing labour shortage. A less measurable but certainly observable motivation is the powerful and ever-present moral deference and sympathy many in our society continue to have for male-dominated, uniformed, defence, and public safety professions (military, police, fire service); careers where exaggerated assumptions of unbridled hard work, suffering, and universal sacrifice prevail in the public’s imagination. OTTAWA – Canada is looking at buying a fleet of military surveillance aircraft from U.S. aerospace giant Boeing without a competition. The federal Procurement Department says Canada has submitted a letter to the U.S. government asking for more information, including a price, for up to 16 P-8 Poseidon planes and associated equipment. The department says the request follows discussions with industry and close allies about potential replacements for the Air Force’s aging CP-140 Auroras. The department says those consultations identified the Poseidon as the only aircraft that could meet Canada’s requirements for a new surveillance aircraft. Advertisement
The government says the query does not commit Canada to buying the American-made planes. “The final decision will be based on the capability offered, availability, pricing and benefits to Canadian industry,” the department said in an unsigned statement released late Monday afternoon. However, the federal government has announced a series of military purchases without a competition. Those include Defence Minister Anita Anand’s announcement earlier this month that Canada will be fast-tracking the purchase of new anti-tank, anti-aircraft and anti-drone weapons for the Army. Montreal-based aircraft maker Bombardier, which won a trade dispute with Boeing five years ago, has expressed interest in offering its own aircraft as a potential replacement to the Auroras. That includes meetings with Anand and Industry Minister Francois-Philippe Champagne. “Canada has the opportunity to leverage its aerospace industry to provide a multi-mission aircraft that will be the standard for decades to come, at home and abroad as an export,” Bombardier spokesman Mark Masluch said in a statement. “Bombardier has spoken with ministers Anand and Champagne, and eagerly awaits an answer on when and how we can present a bid, and a solution Canadians will be proud of for decades to come.”

In order to support the multi- net receivers that are required within future SWaP and cost constraints, the analog front- end approach must be abandoned for an innovative direct to digital wideband front end solution. TrellisWare proposes to develop a next-generation multi-net Link-16 receiver that incorporates and innovative approach to digital front end design and advanced baseband processing. By leveraging extensive Link-16 and handheld digital receiver hardware implementation expertise, TrellisWare is able to provide a design that a design that provides high performance in the presence of strong interference. The success of our development program is exemplified by recent sole source announcements by the Naval Postgraduate School (NPS) and Marine Corps Warfighting Laboratories (MCWL) for ten-radio evaluation kits of our tactical MANET platform. While our existing technology meets many of the key requirements of a tactical wireless video streaming device, there are a number of key challenges that must be addressed (e.g., GHz band operation and LPI/LPD enhancement) so that TrellisWare's existing technology - which was designed with a markedly different application in mind - can be extended for use as a tactical video streaming device. The goal of this Phase I SBIR is therefore to design and prototype the necessary components required to enable tactical video streaming with TrellisWare's tactical MANET technology. Trellisware Technologies is a company that received a Department of Defense SBIR/STTR grant for a project entitled: Universal Air-to-Ground Broadband Networking Communications Waveform. The abstract given for this project is as follows: TrellisWare proposes the development of a modern air-ground waveform that leverages TrellisWare's library of state-of-the-art physical-layer technolgies - including Per-Survivor Processing (PSP), Advanced Iterative Detection (AID), and TrellisWare's modern FEC code products - which enable robust high-throughput communication in environments previously thought outside the realm of reliable wireless communications. These core technologies have a proven track record and formed the basis of TrellisWare's development of the CC mode of the JTRS SRW waveform. The proposed approach will be validated in a proven SDR platform in Phase I in order to minimize the risk moving to Phase II and beyond.
