Though unconventionally successful, the company’s first ever footprints in the American market raised anxiety concerning Chinese influence in modern day tech , an anxiety that followed the infamous cyberattacks in 2000 believed to have originated from China. In 2003, 2008, and 2014, Huawei faced huge accusations over intellectual property from Cisco, 3com, and T-Mobile, respectively. In 2017 when Donald Trump took up office as POTUS, Huawei’s problems seemed to amplify overnight. Roughly 4 months into his administration, Trump green-lit an executive order which completely prohibited the company from accessing the United States’ supply chains. Less than a week later, Google confiscated Huawei’s Android license. Thanks to its so-called American nightmare, the Chinese technology giant has been battling unforgiving headwinds up in the Global North, where it faces heavy sanctions from (not only the United States but also) the United Kingdom and countries affiliated with the European Union (EU). The giant’s products cannot be part of these countries’ technical infrastructures, especially when it comes to mobile networks. In Africa, the story has been so far quite different. None of the firm’s many troubles in markets such as Sweden, Norway, Denmark, Belgium, France, or Estonia are found anywhere in the continent, where the multinational’s components comprise up to 70 percent of 4G networks. In the 5G dimension, Huawei is already leading the supply game in its Nigerian , South African, and Kenyan markets. Huawei’s rather surprising acceptance in the region can be credited to its footprints and historic economic ties in and with South Africa, the continent’s second-largest and most industrialized economy. Rain, Vodacom, and MTN, some of the country’s leading network operators, have each launched metropolitan 5G connection services using some Huawei equipment. Meanwhile, the firm’s non-Android smartphones appear more popular in South Africa than anywhere else. However, Huawei’s unit in South Africa (its initial African touchpoint) is now embroiled in its first major dispute with the country’s government. Though the company’s network-related services are not in question this time, the nation’s Department of Employment and Labor is taking Huawei South Africa to court for not complying with the laid out equity policies for employment. The tech company’s South African unit was audited in 2020, and it was discovered that 90 percent of the local unit’s workforce are foreign nationals. In Huawei’s defense, South Africa’s Department of Home Affairs (DHA) gave the company the permission to hire such a number of internationals, while remaining silent on its employee count. But, findings from the Department of Employment and Labor read differently. “In investigating this matter, we worked with the DHA to determine whether it had granted Huawei a permit to employ more than 40 percent foreign nationals, as required by the immigration regulations. It was discovered that Huawei was granted a permit in accordance with the provisions of the immigration regulations that required them to employ 60 percent South Africans and 40 percent foreign nationals,” the department indicated in an official statement. “We are requesting the honorable court to grant them an order that says they must implement an employment equity plan that will redress the status quo,” labor department advocate Fikiswa Mncanca-Bede told Reuters today . The court papers filed against Huawei South Africa by the Department of Employment and Labor demand the unit to pay ZAR 1.5 M (≈ USD 100 K) or 2 percent of its turnover for the year 2020. This [thus] marks the first time an African government is taking legal action against the tech giant. Although, a smaller Johannesburg-based Chinese firm has been sanctioned for providing poor working conditions for employees, with the court case yet on in South Africa. One of the leading ICT actors in the South African economy, Huawei sells an extensive range of sought-after tech products; smart mobile phones, interactive devices, TV sets, and telecom equipment, while offering cloud computing and data storage services. On its part, Huawei says it is willing to comply with local regulations. In the past two decades of its African operations, Huawei has deployed the first 2G, 3G, 4G and 4.5G networks respectively in various countries and conducted the continent’s first batches of outdoor 5G trials. Outside China, Europe, the Middle East and Africa (EMEA), is Huawei’s biggest market, and it has, in Africa, found respite from the government-led crackdowns it is facing in the Global North. In 2019, the company turned over USD 29.5 B in revenues from the EMEA region;  the same year, Huawei made USD 7.5 B in the Americas and USD 72.6 B in China. The Chinese company’s contributions to African tech are yet to be challenged, despite hefty allegations of being a conduit for Beijing’s alleged exploits in global cyberespionage. Roshan Thekkekunnel has been working as a group product manager at HPE for over a decade, after working as a product line manager for 3Com, where he managed 3Com’s switch portfolio. He joined Hewlett Packard Enterprise (HPE) when the company acquired 3Com. Thekkekunnel brought HPE’s first NFV product offerings forward when NFV was making its first entrance into the market. Here are his thoughts on NFV infrastructure ( NFVI ), industry collaboration, and why a multi-vendor approach will truly bring about end-to-end automation. How has NFVI impacted the development of 5G and the overall shift in telecom architecture in the past couple of years? NFVI, in my opinion, has definitely accelerated 5G development. If we look at 5G, the microservices -based architecture is a key building block for this technology. And this concept of decoupling the software from the hardware layer is fundamental to its implementation. NFV introduced this concept of running network functions on industry-standard infrastructure. We at HPE have been fortunate to be on the front seat of this journey, so to speak, with our customers. We actually introduced the first industry-standard servers into the telco networks back in the early 2000s. And we were involved in some of the earliest NFV deployments back in the 2014-2015 timeframe. Those early deployments were essentially purpose-built, vertically-integrated stacks that happened to run on virtualized infrastructure. And they weren’t really getting you the benefits — the agility and all of the good things — that you expect from a virtualized solution. And this was primarily due to the relative immaturity of the technology stack and the ability to guarantee the SLAs that the operators required to run their telco networks. However, over the last few years the technology has matured. We’re seeing the benefits of NFVI where you have multiple workloads from different vendors running on the same virtualized infrastructure. Today, if you ask any operator how they are going to deploy their EPC [Evolved Packet Core] or IMS [IP Multimedia Subsystem] workload, it’s typically on the same virtualized infrastructure. That’s a testimony to the confidence those operators have, now that this disaggregated model is prevalent. Of course, it brings in a bunch of challenges, which is where HPE comes in — we try to solve those challenges and mitigate the risks associated with the disaggregated model. What are the key components of unified infrastructure management? A unified infrastructure management framework is going to be critical. As I mentioned, the disaggregated model is what will get operators the benefits of virtualization. But it has a bunch of challenges and risks that are now essentially transferred to the operators. The first aspect of this, if we look at the multi-vendor aspect, is that most supply chain strategies for operators require multi-vendor sourcing. And this, together with some of the new architecture requirements of 5G, is exacerbating the challenges that operators are facing. If you look at the multi-vendor stacks, it automatically leads to a proliferation of management solutions for individual vendor stacks, and this adds significant complexity and cost to the operators to maintain these solution stacks. The second aspect, which is more driven by 5G, is the scale and geographical distribution. If you look at 5G, we are clearly seeing the compute fabric extending from your traditional centralized data centers to the edge sites. What we’re looking at are essentially hundreds, potentially thousands, of edge sites in some of the larger countries that our customers have to manage, and that itself introduces a whole host of operational issues. Finally, if you look at the applications with the new 5G services, it’s not only requiring the compute to be deployed at the edge sites, but it also means you have a bunch of new requirements. Unlike your traditional data centers, you are now deploying these computers in environmentally-challenged places. You need new technologies, smart NICs, accelerators, and things of that nature to service these low-latency applications. Fundamentally, what you will see is a heterogeneity in the technology stack. It’s no longer homogeneous, where you have one kind of compute and software stack in the data center. Instead, it will be different technology stacks in different parts of the network, depending on the environmental conditions and workload requirements. That’s another set of challenges that our customers have to deal with. Automation is a big buzzword. What are some of its current limitations? What can and can’t be done right now? Right now, operators care about deploying services for their end customers in the most efficient manner, because that’s fundamentally their revenue stream. They want to see things like optimal workload deployment, with the right resources in the right part of the network, be that the core or the edge, or they would like to see services being spun up or moved around automatically, depending on the demand at any given point in time. Other requirements we’re seeing is the automatic detection of issues and networks performing self-healing — which is to say, automatically taking corrective actions to deal with these issues. In essence, what they’re asking for is full, end-to-end service automation with what we call closed-loop zero-touch management mechanisms. Today, these automation approaches are limited. They’re limited primarily because of what I mentioned earlier — those siloed implementations. Because you have multi-vendor stacks with siloed management, you essentially have automation playbooks and things developed by customers and system integrators that work only on these silos. That ensiloing is limiting the ability for operators to get that full end-to-end visibility and automation. It’s typically these gaps, from a network security point of view, that are exploited during a lot of security breaches, because you don’t have that full end-to-end visibility. That is why, again, standardizing on this unified infrastructure API is critical, because that essentially eliminates these siloed management stacks and enables the higher layer management orchestration engines to consume and act upon the information coming from the underlying infrastructure. What has HPE been doing, in particular, to drive the industry in line with this approach? A few things. The first thing is working with the DMTF [Distributed Management Task Force] Redfish API. We did this because it is widely adopted and implemented by our partners and with a lot of our competitors today. This was a deliberate move to ensure industry-wide adoption. Secondly, along with our technology partner Intel, we have been working on this initiative and we will announce the formation of an open source community primarily to further develop this architecture. It’s crucial for us to foster industry-wide collaboration, and this will be done in coordination with the community. The third aspect I would highlight is the resource aggregation function that I mentioned. HPE will be contributing to this resource aggregation function to the community, and our other partners will also be bringing their code and contributions as appropriate to this open source community. HPE will also have a commercially-supported offering (the HPE Open Distributed Infrastructure Management Resource Aggregator) of this open-source resource aggregation function that will be released in Q2 2020. Finally, one of the things we’re doing with this aggregation function is developing a modular plugin architecture, where any vendor, even if they have non-Redfish compliant devices, can essentially build plugins for their devices. That will allow integration of legacy non-standard devices that the operators are looking to integrate into this solution. How is open source impacting further development of the industry and automation in general? We’re still in the final stages of formalizing the community itself, and we’ll be announcing this shortly. The reason why we wanted to go into the community and have this collaboration is twofold. One is, as I mentioned, that the success of this approach is based on getting that industry-wide adoption. We need this to be a truly multi-vendor solution. Putting this out in the open source community will, we hope, encourage participation as well as will alleviate any concerns about vendor lock-in that large operators are concerned about when they look at proprietary solutions from a specific vendor. The second aspect is that this is not only about infrastructure — it is about implementing this end-to-end automation. And that requires interoperability and coordination with a lot of these management orchestration solutions in the open source community. What role do you see vendors and service providers taking in this? From a vendor perspective, we do expect to get a lot of participation and collaboration from our technology partners. Intel and some of our other partners are already actively working on these solutions. From a service provider perspective, it’s really critical for the use cases that we’ll develop to be driven by the operator community. We are looking for the service provider community to help guide and shape some of the priorities that we’ll be taking in these forums. The service provider community also plays an important role in enlisting the support of various technology vendors, especially with some of the competitive solutions in the market, to help get that alignment. Fundamentally, in all of the engagements we are having, we’re seeing the enthusiasm from the service provider community as we go to address the challenges they are seeing. Related Content
